Screening
According to the UNRRA instructions war criminals, collaborators and traitors had to be excluded from refugee camps and care, therefore on 11 February 1946 the head Office of the UNRRA in Germany urged the military authorities of the Allies to start inspections (screening) aimed at expelling the refugees of these categories from the camps. Inspections were widely carried out in the summer of 1946. They were sometimes rather subjectively conducted and people were expelled from refugee camps due to formal reasons. A little less than 10% of Latvian refugees lost their UNRRA status due to screening, which caused moral and physical suffering for many refugee families. Nevertheless, the expectations of the USSR authorities to achieve mass Latvian repatriation by screening were not met.
